Welcome to the first issue of the IUGG E-Journal. This informal
newsletter will be used to keep IUGG Member Country National Committees
informed about the activities of the IUGG Associations, and actions of
the IUGG Secretariat. Please forward this message to those who will
benefit from the information. Upon your request, paper copies can be
sent by fax or regular post. Each issue will be short, so that it can
be read quickly. Your comments are welcome and should be sent to the

1. Greetings from the IUGG President: Dr. Masaru Kono
Greetings to the National Committees of Member Countries! We are
trying to enhance the communication between the IUGG and its Member
Countries. This Newsletter represents a product of this effort.
Last August, the Bureau and Executive Committee met in Boulder,
Colorado, and discussed the ways to improve the benefits of the Member
Countries. We also recognized the need to increase the number of
countries that adhere to the IUGG, as our sciences have global nature as
well as importance to the welfare of the world (consider problems such
as ozone hole, global warming, and mitigation of hazards due to
earthquake and volcanic eruptions). We will report about the effort in
these directions in the future issues of the Newsletter.
Another important conclusion from the Boulder meeting is that the
goals and strategies of the IUGG should be redefined to meet the needs
of the community, Member Countries, and the changing world. For that
purpose, the IUGG Bureau formed a task group, chaired by Bureau Member
V. Shannon (South Africa) to consider ways in which IUGG could improve.
We will be seeking the advice of our Member Countries in the coming
weeks, and hope you will respond favorably.
In the meantime, we draw your attention to the Association Scientific
Assemblies that will be held this year all over the world (Innsbruck,
Austria; Maastricht , The Netherlands; Hanoi, Vietnam; Budapest,
Hungary; and Mar del Plata, Argentina). Detailed information about
each Assembly can be found through the IUGG Web site: http://www.IUGG.org

2. Announcement of availability of the 2001 IUGG Yearbook
The 2001 IUGG Yearbooks, including a copy of the new IUGG Brochure,
were placed in the mail during the week of January 29, 2001. Because
the travel time for this mailing can be quite long, the Yearbook is also
available on the IUGG Web site. It is posted in "PDF" format and
requires "Adobe Acrobat" software to read it. Please contact the
Secretary-General for additional information if you have difficulty
reading this document, and your printed copy has not yet arrived.
Additional copies of the Yearbook may be requested from the Secretary
–General, until the available supply is exhausted.

3. Updates to the Yearbook
At the time that the final copy of the 2001 Yearbook was sent to the
print shop, several countries had not yet had time to report their new
National Committee Members. In particular, recent information has been
received from Japan, South Africa, and the USA. Revised information is
always welcome. Each National Committee is requested to check the
information posted in the Yearbook, and to report corrections as soon as
possible.

4. Introduction to the IUGG Web Page (http://www.IUGG.org)
It is our intention to continually improve and update the IUGG Web
page. The Web page serves as a quick reference to IUGG and Association
meetings, reports, and statutes, and provides links to the Associations,
inter-Association commissions, ICSU bodies, and to the IUGG National
Committees of Member Countries. Please consult the IUGG website often.
Suggestions for additions or corrections should be sent to the IUGG Secretariat.

5. Announcement s regarding the 2003 IUGG General Assembly
The first circular for the XXIII IUGG General Assembly, to be held
June-30 – July 11, 2003 in Sapporo, Japan, is now available. The
Chairman of the Local Organizing Committee is Dr. Seiya Uyeda (the
Vice-Chair is Dr. Yosuke Kamide), and the Secretary-General is Dr.
Kiyoshi Suyehiro. The Secretariat of IUGG2003 may be contacted at
IUGG2003@ics-inc.co.jp, or at IUGG_service@jamstec.go.jp.
Further, we are pleased to announce that Dr. Atsuhiro Nishida has
accepted the responsibility of Chairman of the Program Committee.
Planning for the Assembly is well underway, and further information will
be forthcoming.

1. Change of address of Bureau Member, Prof. Harsh Gupta

Prof. Harsh Gupta has accepted the position of Secretary of the
Department of Ocean Development for the Government of India in New
Delhi. He will maintain an office in the National Geophysical Research
Institute in Hyderabad, but address lists should be changed to show his
new coordinates. We congratulate him on his new duties, and are pleased
that he will be able to continue to serve as a Member of the IUGG Bureau.

2. IUGG support for international meetings

The IUGG budget for 2000-2003 approved at the 1999 Birmingham Assembly
provides $15,000 to be distributed annually to support international
meetings. IUGG Associations and ICSU Interdisciplinary Bodies and
International Research Programmes compete for these limited funds. This
money is primarily used to assist young scientists and scientists from
developing countries. For 2000, the following meetings received support.

3. IUGG participation in time and frequency issues

The Bureau International des Poids et Mesures (BIPM) has called the 15th
meeting of the Consultative Committee for Time and Frequency in Sevres,
France, in June 2001. IUGG/IAG was invited to send a representative, and
Dr. Claude Boucher has kindly agreed to participate.

The International Telecommunication Union, Radiocommunication Bureau,
has invited IUGG/IAG to participate in the work of a Special Rapporteur
Group to discuss the definition and use of Coordinated Universal Time
(UTC) for radiocommunication and telecommunications purposes. Dr.
Daniel Gambis has kindly agreed to serve on this Study Group.

IUGG is grateful to the International Association of Geodesy (IAG) and
these scientists for their dedication to these important tasks.

1. IUGG Web site is improved

Pierre Hubert, the Secretary-General of IAHS [International
Association of Hydrological Sciences] has provided the
necessary corrections and translations to improve the French
half of the IUGG Web site. We are grateful for his efforts.

2. IUGG Annual Report for 2000
An annual report, including information from each of the
Associations, has been written and submitted to the
International Council for Science in Paris. This Annual
Report has been posted on the IUGG Web site for your
convenience. Paper copies are available from the Secretary
General.

3. Vice-President of IAMAS receives Honor

Richard Carbone, a Vice-President of the International
Association of Meteorology and Atmospheric Sciences, was
recently awarded the Cleveland Abbe Award by the American
Meteorological Society. The award honors distinguished
service to atmospheric sciences by an individual. Dr
Carbone, a scientist at the National Center for Atmospheric
Research in Boulder, Colorado, USA, was cited for "building
consensus in the weather research community on problems of
major national and international importance, and for
fostering the conduct of collaborative and coordinated
weather research."

4. United Nations declares 2003 as International Year of
Fresh Water

John Rodda, President of IAHS, reported that the 55th
Session of the United Nations General Assembly proclaimed
the year 2003 as the International Year of Freshwater. The
Subcommittee on Water Resources of the Administrative
Committee on Coordination will develop proposals for
activities to be considered by the56th General Assembly.
IUGG is encouraged to take actions that will increase
awareness of the importance of freshwater.

1. IUGG Bureau Requesting Guidance for Strategic Planning

During the month of May, Associations and Member Countries will receive
questionnaires from the IUGG Bureau intended to survey their opinions
regarding the structure and procedures of the IUGG. Our intent is to
modernize and improve. IUGG will appreciate your immediate attention
and response when these questionnaires arrive.

2. IAMAS Grants to attend Assembly exceed $43,000

The IAMAS Scientific Assembly will be held July 10-18, 2001, in
Innsbruck, Austria. Prof. Roland List, Secretary-General of IAMAS,
reports that 57 scientists (including 13 young scientists) from 27
countries have been approved for travel assistance totaling US $ 43,878.
Dr. List noted that the total includes a contribution of $ 5000 from the
World Meteorological Organization. For additional information about the

3. Peter Wyllie to receive Roebling Medal

Peter Wyllie, immediate Past-President of the IUGG, has been awarded the
2001 Roebling Medal of the Mineralogical Society of America. It will be
presented at the Annual Meeting of the Geological Society of America in
Boston, Massachusetts, on November 6th. The Roebling Medal is the
highest award of the Mineralogical Society of America for scientific
eminence as represented primarily by scientific publication of
outstanding original research in mineralogy.

1. IUGG Representatives to meetings

Dr. Philip Woodworth (U.K.) will represent IUGG/IAPSO at the First
Session of the Joint WMO/IOC Technical Commission for Oceanography and
Marine Meteorology (JCOMM) of the World Meteorological Organization,
which will be in Akureyri, Iceland, in June.

Dr. M. Kono (Japan) will represent IUGG at the 3rd World Water Forum
which will be in Kyoto, Japan, in June. Dr. K. Takeuchi (Japan) and Dr.
P. Hubert (France), President-elect and Secretary-General of IAHS, will
also attend.

Dr. Roland List (Canada) will represent IUGG/IAMAS/IAHS at the 53rd
session of the Executive Council of the World Meteorological
Organization, which will be in Geneva in June.

Dr. N.J. Peters (U.S.A.) will represent IUGG/IAHS at the SCOPE
(Scientific Committee on Problems of the Environment) 11th General
Assembly which will be Bremen, Germany, in September.


2. IUGG Support of Interdisciplinary Initiatives involving Developing Countries

At the 1999 General Assembly, a special "opportunity fund" was set aside
in the budget to support proposals for inter-Association initiatives.
As of now, $35,000 has been allocated for 7 projects, as shown below.
Additional proposals are welcome.

2. Thank you for responses to the IUGG Member Country Questionnaires

As of the 30th of June, the IUGG Bureau had received replies from the
following National Committees. We sincerely appreciate these responses,
and invite comments at any time for improvement of IUGG services and

3. IUGG Executives Receive EGS Honors

The following persons received recognition from the European Geophysical
Society at their 26th General Assembly in Nice, France, in March.

Susanna Zerbini, President of IAG's Section V (Geodynamics) Commission
XIV: Crustal Deformation, received a Badge Award for "her exceptional
services as president of the geodesy section and her eminent
contribution in promoting geodesy within the society."

Dan Rosbjerg, President-elect of the IAHS International Commission on
Water Resources Systems (ICWRS), received the Henry Darcy Medal for "his
outstanding contributions to the analysis of extreme hydrological
processes and their engineering implications."

Atsuhiro Nishida, the Chairman of the IUGG 2003 General Assembly
Programme Committee, received the Hannes Alfvén Medal for "his
outstanding contributions to the study of plasma processes in the
Earth's magnetosphere and as an international space science
coordinator." In addition to the EGS honor, Professor Nishida recently
received a Prize from the Japan Academy for "Studies on the Earth's
Magnetospheric Structure and Plasma Convection." His award was one of
only nine presented across a broad spectrum of disciplines.

1. Dr. Tom Beer appointed to IUGG Bureau

In March of this year, Dr. Vere Shannon (South Africa) expressed his
wish to step down from the IUGG Bureau. In accordance with IUGG Bylaw
12, the IUGG Executive Committee conducted a search and on June 30, Dr.
Masaru Kono announced the unanimous election of Dr. Tom Beer (Australia)
to fill the vacancy until the end of the regular term in 2003. Dr. Beer
is the Co-ordinator of the CSIRO Environmental Risk Network and is the
Chair of the new IUGG Inter-Association Commission on Geophysical Risk
and Sustainability. He has a Ph.D. in Atmospheric Physics from the
University of Western Ontario and a Diploma in Asian Studies from the
University of Southern Queensland. Dr. Beer served on the faculty of the
University of Ghana for 5 years, and from 1996-2000, he served as Chair
of the South Pacific Node of the United Nations University State of the
Future Project. While the Bureau regrets the departure of Dr. Shannon,
who contributed significantly to the IUGG Strategic Planning project
that is now in progress, we look forward to continuing to administer
IUGG business with the helpful advice of Dr. Beer.

2. Dr. Jeremy Bloxham receives the 2001 Chapman Medal from the RAS

The U.K. Royal Astronomical Society has awarded Dr. Jeremy Bloxham with
their 2001 Chapman Medal for "his major contributions in both
observational and theoretical geomagnetism." Prof. Bloxham, Chair of
the Department of Earth and Planetary Sciences at Harvard University, is
the Chair of IAGA Division I (Internal Magnetic Fields) Working Group 1:
Theory of Planetary Mean Fields and Geomagnetic Secular Variation.

1. Call for Invitations to Host the 2007 IUGG General Assembly

Invitations to host the 2007 General Assembly are now being accepted
and must be received by January, 2003. As a point of interest, the 2007
Assembly will mark the 50th Anniversary of the International Geophysical
Year, and suitable celebrations are being planned. The guidelines for a
proposal are posted on the IUGG website, or can be received directly
from the IUGG Secretariat. The IUGG Council, at their 2003 meeting in
Sapporo, will make the final selection.

2. Update on the IUGG2003 General Assembly Scientific Programme

Dr. A. Nishida chaired a meeting of the IUGG2003 Scientific Programme
Committee (SPC) in Sapporo, Japan, on July 30, 2001, following a tour of
meeting facilities on the previous day. A series of Union Symposia,
coordinated by Prof. R.S. J. Sparks, were selected under the general
title, State of the Planet: Frontiers and challenges. The SPC will
meet again in December in San Francisco, to coordinate and finalize the
scientific programme. It is anticipated that the Second Circular,
including the Call for Papers, will be ready by early 2002. The dates
of the 2003 General Assembly in Sapporo are June 30 - July 11.

3. Notice regarding the death of Dr. Robert E. Stevenson

Dr. Robert E. Stevenson, Secretary-General of IAPSO from 1987 to 1995,
died on August 12, 2001. Stevenson received a Ph.D. degree in
oceanography from the University of Southern California, U.S.A., in
1954. He had served as the director of the branch Office of Naval
Research at Scripps Institution of Oceanography in La Jolla, California,
from 1970 to 1988, and was an oceanographer consultant to many
astronauts in the U.S. space program. He is fondly remembered by Dr.
Vere Shannon, President of IAPSO from 1996 -1999, as one who "loved and
lived life to the full." Bob Stevenson is survived by his wife, Jeani
Stevenson of Princeville, Hawaii, and two sons.

4. New look and added reports on the IUGG Web site

The IUGG Web site has been reformatted by Julie McKie, a staff member of
CIRES at the University of Colorado. She has added two other items
besides the information regarding invitations to host IUGG assemblies
(paragraph 1 above). Those items are "Capacity Building Activities
within IUGG" (a Report to ICSU), and, "How to Join IUGG" (listed under
Member Countries). We thank President Masaru Kono for his encouragement
to promote these changes.

1. Union Lecturers announced for the IUGG2003 General Assembly

IUGG President, Dr. Masaru Kono, has announced the selection of the
Union Lecturers for the XXIII IUGG General Assembly on June 30 - July
11, 2003, in Sapporo, Japan. Those selected and their general topics

2. Updates needed for the 2002 IUGG Yearbook

Work is in progress to update the information in the IUGG Yearbook. All
IUGG National Committees should have received a request to provide new
and revised information to the Secretariat. Your help is greatly
appreciated to accomplish these updates as quickly as possible.

3. Message from GeoRisk Commission

In response to the terrorist attack on New York City on September 11,
Dr. Tom Beer, Chair of the Commission on Geophysical Risk and
Sustainability, wrote,

" .a major focus of the work of the commission is to be on cities and
their vulnerability. The events of the past two days have demonstrated
that vulnerability and brought home that though GeoRisk to us
geophysical scientists is an abbreviation understood to mean Geophysical
Risk, the effects of Geopolitical Risk are the same. The devastation
and misery that followed this attack is akin to the devastation and
misery that follows a large-scale natural disaster. We remain confident
that the scientific study of risk and vulnerability provides a means to
prepare for an uncertain future. Dialogue between planners and
scientists will better prepare both groups to deal with disasters. The
international dialogue that IUGG fosters plays an important role in
easing geopolitical tensions that have now been regrettably heightened."

4. IAG Bi-annual Report

The International Association of Geodesy (IAG) has prepared a bi-annual
report, edited by Assistant Secretary General Ole B. Andersen. It is
available from IAG on a CD-ROM or via the internet at

5. Locations of Scientific Assemblies in 2005

Some of the IUGG Associations have announced the venues for their 2005
Scientific Assemblies. Those who have announced a selection are IAGA -
Toulouse, France, and IASPEI - Santiago, Chile.

The invitation is still open for bids for the location of the XXIV IUGG
General Assembly in 2007. Information about inquires to host the
General Assembly can be found on the IUGG web site or from the IUGG Secretariat.

Work is in progress to update the information in the IUGG Yearbook. We
thank the IUGG National Committees that have provided new and revised
information to the Secretariat. Your help is greatly appreciated to
accomplish these updates within the next few weeks.

2. Meetings in 2002 selected for IUGG support

IUGG co-sponsors symposia and meetings appropriate to our disciplines of
study. A small budget of $15,000 (USD) is spent annually to assist
meetings, and especially to support the attendance of scientists from
developing countries and young scientists. Officers of the Associations
and Inter-Association Commissions and Committees nominate meetings to
receive these awards. For 2002, IUGG will support the following six
meetings. More information about each of them can be obtained under the

3. International Geophysical Calendar for 2002

The International Geophysical Calendar for 2002 will soon be available
electronically at http://ises-spaceweather.org. The Calendar was drawn
up by H.E. Coffey of the ISES Steering Committee and is published for
the International Council for Science (ICSU) with financial assistance
from UNESCO. Calendars have been issued annually beginning with the
IGY, 1957-58. Copies are available upon request to ISES Chairman, Dr.

4. IUGG endorses ICSU membership for ISPRS

IUGG recently endorsed the application of the International Society for
Photogrammetry and Remote Sensing (ISPRS) for full membership in the
International Council for Science (ICSU). The application was reviewed
by the IUGG Executive Committee who determined that the mission and
objective of ISPRS are unique and would clearly enhance ICSU's
scientific activities

5. Recent Awards to IUGG Bureau Members

The Indian Geophysical Union (IGU) Millennium Award was presented to Dr.
Harsh K. Gupta at the 36th Annual Convention of IGU held at Pondicherry
University. This one-time award was given "For his outstanding
contributions in the field of Natural Hazards and Disaster Management."
Dr. Gupta is a Member of the IUGG Bureau.

The German Geological Society (Deutsche Geologische Gesellschaft)
Leopold von Buch Medal was presented to Dr. Peter Wyllie at their
October 2001 Conference in Kiel, Germany. The award was given "In
recognition of his scientific research on the petrology of crystalline
rocks, and also for his service in publicizing the importance of
geosciences for society". The award was accompanied by an honorary
membership in the German Geological Society. Dr. Wyllie is the
immediate Past-President of IUGG.

The International Award for Hydrology for 2000, jointly bestowed
annually by WMO, UNESCO and IAHS, was awarded to Dr. Uri Shamir,
Vice-President of IUGG.

1. President's visit to Association Assemblies

During the last quadrennium (1995--1999), IUGG President Peter Wyllie
visited the Scientific Assemblies of most of the Associations. I was
the IAGA President at that time, and remember with gratitude his visit
to the 1997 IAGA Assembly held in Uppsala, Sweden. It helped the IAGA
officers to understand what happens at the Union level, and strengthened
ties with the Union.

Upon becoming President following Peter, I decided to continue what he
started as far as is practically possible. I began last summer, and
continued to visit the Assemblies until this autumn. In October, I
finally completed the tour to all of the Association Assemblies. My
travels were as follows:

At the Assemblies, I joined in Opening Ceremonies, special lectures, or
special symposia, as I could. But, in all cases I was invited to the
meeting of the officers of the Associations (Bureau, Executive
Committee) and was given a chance to explain what the Union is doing,
especially concerning the preparations for the next Union General
Assembly at Sapporo, Japan, in 2003. The travel required a lot of
resources (time, air fare, etc.), but it was fruitful to know how
individual Associations operate.

Entering into the 21st century, the IUGG is trying to reformulate our
modus operandi to meet the needs and challenges of the present day and
the world wide geophysics community. Thus it was quite important to
exchange opinions with the Association officers. I was also informed of
and impressed by the effort of several Associations which are trying to
change their structure or operation at the Association level. I
benefited from these visits, and hope that the Association leaders also
received good information about the Union activities.

For these trips, I did not use any of the IUGG funds. The travels were
subsidized entirely by Japanese sources. I would like to thank the
Ministry of Education, Culture, Sports, Science and Technology, and
Okayama University for funding. I also thank the Associations and local
organizers of the Assemblies for their hospitality.

2. IAPSO awards first Prince Albert I Award to Walter Munk

The International Association for the Physical Sciences of the Oceans
(IAPSO) presented their first Prince Albert I Medal to Dr. Walter Munk
at their October Scientific Assembly in Mar del Plata, Argentina. Prof.
Munk was recognized for "a half century of superb science and
discoveries in physical oceanography." The medal is named for the late
Prince Albert I of Monaco, who organized the oceanography section of
IUGG in 1919. Prof. Munk teaches at the Scripps Institution's Cecil H.
and Ida M. Green Institute of Geophysics and Planetary Physics in La
Jolla, California, U.S.A.

3. New Secretaries-General of IAGA and SEDI

At their August Scientific Assembly, the International Association of
Geomagnetism and Aeronomy elected a new Secretary-General for the
2001-2005 term. He is Dr. Bengt Hultqvist of the Swedish Institute of
Space Physics in Kiruna, Sweden. His e-mail address is hultqv@irf.se.

The Inter Associations Committee on the Study of the Deep Interior of
the Earth (SEDI) also has new Secretary-General. He is Dr. Michael I.
Bergman at Simon's Rock College of Bard, Great Barrington,
Massachusetts, U.S.A. His e-mail address is bergman@simons-rock.edu.
