1. Happy New Year and the IUGG Yearbook for 2002

The IUGG Secretariat wishes to thank all of the Adhering Body National
Committees and the Associations for their help to update the information
in the IUGG Yearbook. The 2002 Yearbook will be posted on the IUGG
Website (http://www.IUGG.org) during the week of January 7, and will be
printed and distributed by the end of the month. Updates to addresses
and other information in the Yearbook should be sent to the Secretariat
as soon as they are known; we are planning to update the Web copy of
the Yearbook every few months, as necessary. Best Wishes to all of the
IUGG family for a healthy and prosperous New Year.

2. IUGG Support of Interdisciplinary Initiatives involving Developing Countries

At the 1999 General Assembly, an "opportunity fund" was set aside in the
budget to support proposals for inter-Association initiatives. As of
2002, $80,000 has been allocated, including funding for the new or
continuing projects listed below. Additional proposals are welcome.

Detailed Study on the Active Tectonics of Afro-Arabian Rift Region using

3. ICSU Grant for 2002 awarded to IAGA

The Committee on Scientific Planning and Review of the International
Council for Science (ICSU) has awarded $12000 to IAGA in 2002 to support
the INTERMAGNET project. Dr. Richard Coles (Canada), Chairman of the
INTERMAGNET Executive Council, asked for funds to provide support for
the training of scientific and support staff at newly participating
geomagnetic observatories to bring innovative modern methods and
technologies into these regions. More than 75 observatories in 32
countries currently participate in INTERMAGNET, which facilitates rapid
dissemination of geomagnetic data to the scientific community.
Definitive, quality-controlled data are published annually on CD-ROMS.

4. In Memoriam

Jean-Jacques Levallois (France), Secretary General of the International
Association of Geodesy from 1960-1975, died on 31 August, 2001. An
obituary will be published in a future Journal of Geodesy in the IAG
Newsletter section.

1. Nominating Committee for IUGG Officers for 2003-2007 selected

An important matter for the IUGG Council at its meeting in Sapporo in
2003 will be the election of officers (President, Vice-President,
Treasurer, and 3 Members) and the 5 members of the Finance Committee.
(The Secretary-General was elected for two terms in 1999.) The
Nominations Committee has the task of collecting the nominations and
preparing the ballot, following the rules regarding nominations and
elections for these positions (IUGG By-Laws, Section 10). President
Kono has announced the selection of the members of the Nominations
Committee as follows:

Chair: Dr. Klaus-Peter Schwarz (Canada)
Members: Prof. Michael Kuhn (Austria), Prof. Devendra Lal (India), and
Dr. James O'Brien (U.S.A.).

Instructions regarding the procedures to be used to submit nominations
will be posted on the IUGG Web site and will be mailed to all IUGG
officers and Adhering Bodies during the week of February 3.

2. V.K. Gaur receives AGU Honor

Prof. Vinod K. Gaur, a member of the IUGG Finance Committee and
Distinguished Professor at the Indian Institute of Astrophysics in
Bangalore, recently received the 2001 Edward A. Flinn III award from the
American Geophysical Union. Prof. Gaur was cited for his "contributions
facilitating research and development through the introduction of
international collaboration in various aspects of Earth Sciences in
India."

3. In Memoriam - Peter Vincent Angus-Leppan

Emeritus Professor Peter Vincent Angus-Leppan (Australia), President of
the International Association of Geodesy from 1983-1987, died on 18
October, 2001. An obituary will be published in a future Journal of
Geodesy in the IAG Newsletter section.

1. New IUGG Web Site Additions

The IUGG Annual Report for 2001 is now available on the IUGG Web Site.
This report, prepared for the International Council for Science (ICSU),
includes an introduction to IUGG as well as summaries of the activities
of the Union and each of the Associations during the past year.

To improve communications, the IUGG Bureau decided to publish summaries
of the Bureau and Executive Committee meetings. Summaries of these
meetings held in Sapporo in 2001 are now posted on the web site. The
Executive Committee meeting summary includes an analysis of the results
of the Questionnaire regarding "IUGG Structure, Goals, and Objectives"
that was sent to all IUGG Adhering Bodies early in 2001.

2. André Berger receives 2001 European Latsis Prize

Prof. André Berger, President of the IUGG National Committee for Belgium
and IAMAS National Correspondent, recently received the 2001 European
Latsis Prize in the field of climate research from the European Science
Foundation. Prof. Berger was cited for his "outstanding contributions to
the understanding of the Ice Age climate" and for "understanding how the
climatic fluctuations are generated, using computer models of different
complexity." A. Berger is a professor of climatology and meteorology at
the Catholic University of Louvain, Belgium.

3. Thomas Rosswall is the new Executive Director of ICSU

Dr. Thomas Rosswall is the new Executive Director of the International
Council for Science (ICSU), replacing Dr. Larry Kohler who returned to
International Labour Organization in Geneva. Dr. Carthage Smith is the
Deputy Executive Director of ICSU, a newly created position. The
Curriculum Vitae of both gentlemen are on the ICSU web page
(http://www.icsu.org) under "new information."

1. IUGG 2003 General Assembly Second Circular available on the Web

Information about the Sapporo Assembly, especially the Scientific
Programme, is now available on the General Assembly Web Site. To
access the Web Site, go to the IUGG index page (http://www.IUGG.org) and
click on the "2003 IUGG General Assembly" link. While the web version
is still preliminary, the final print version of the Second Circular is
nearing completion and will be posted soon.

2. IAVCEI receives grant from ICSU Committee on Disaster Reduction

The International Association for Volcanology and Chemistry of the
Earth's Interior (IAVCEI) has been awarded $12,000 for each of the next
3 years to strengthen capabilities in Latin America for volcano
monitoring and hazard assessment through improved training. The
principal investigators are Marino Protti, Director of the Observatorio
Volcanologico y Sismologico de Costa Rica, John Ewert, Associate Chief,
Volcano Disaster Assistance Program, USGS Cascades Volcano Observatory
(Vancouver, Washington, USA), and Stephen McNutt, Secretary-General of IAVCEI.

3. Reminder: Nominations for IUGG Officers and Finance Committee are open

The IUGG Council will elect a new Bureau (President, Vice-President,
Treasurer, and 3 Members) and Finance Committee (5 members) at its
meeting in Sapporo in 2003. (The Secretary-General was elected for two
terms in 1999.) Instructions regarding the procedures to be used to
submit nominations are posted on the IUGG Web site, and have been mailed
to all IUGG officers and Adhering Bodies. The following information is
included in those instructions

Who may submit candidates for nomination?
The Adhering Bodies of the Member Countries, and the Officers of the
Union and the Associations may submit candidates. Scientists represented
by Adhering Bodies that have Associate membership, or have been in
Observer status for more than two years and scientists from countries
not represented by an Adhering Body are not eligible to hold elected
positions in the Union or in its constituent Associations.

What is required of the candidates?
Candidates must signify their acceptance of nomination and must prepare
a resume outlining their position, research interests, and activities
related to the Union.

What are the deadlines for submissions?
The first deadline is 30 September 2002. After that time, the
Nominations Committee will prepare a document nominating one or two
names for each position that will seek a reasonable balance in
geographical and professional distribution. This document will be
distributed to the Adhering Bodies, the National Committees, and the
officers of the Union by 30 November, 2002.

1. IUGG 2003 General Assembly Second Circular available on the Web

The Second Circular is now complete and available in "pdf" format on the
Sapporo General Assembly web site. To access the Web Site, go to the
IUGG index page (http://www.IUGG.org) and click on the "2003 IUGG
General Assembly" link. The Second Circular is being printed and mailed
to everyone who either attended the 1999 Birmingham Assembly, or who has
asked to receive the Second Circular.


2. IAHS launches Decade of Prediction of Ungauged Basins (PUBs)

There is a need for hydrological data where ground-based observations
are missing. PUBs is an international research initiative that will
combine theoretical hydrology, remote sensing, in-situ observations and
modelling of the quantity and quality of hydrological phenomena in order
to predict the stream flow in basins with no records. This information
is urgently needed for use in water resources development and
management, flood forecasting, and for many other purposes. For more

3. Dr. David Pugh elected President of the Federation of Astronomical
and Geophysical Data Analysis Services (FAGS)

Prof. P. Paquet has informed the IUGG Secretariat that Dr. David Pugh
(U.K.) was elected the new President of FAGS at their Council meeting of
18 March. David Pugh and Dr. Martine Feissel (France) are presently
serving as the IUGG representatives to FAGS. We congratulate Dr. Pugh
on his new responsibilities.


4. Prof. I.I. Mueller receives AGU Waldo Smith award

Dr. Ivan I. Mueller, Professor of Ohio State University and past
president (1987-1991) of the International Association of Geodesy (IAG),
has been awarded the 2002 Waldo E. Smith award from the American
Geophysical Union. He is cited for pioneering the interdisciplinary
science of modern satellite geodesy; for developing fundamental theory
and practical realization of the terrestrial reference frame using
emerging satellite geodetic measurement systems, and for extraordinary
leadership to foster collaborative international scientific research
programs and to provide services for the advancement of geophysical
science, including the initiation and establishment of such important
scientific services as the International GPS Service for Geodynamics (IGS).


5. Ryan Aucone joins the Office of the Secretariat

The IUGG Secretariat is pleased to welcome Mr. Ryan Aucone to the
Boulder, Colorado IUGG Office as Assistant to the Secretary-General. He
is a student at the University of Colorado with a double major in
Economics (International Trade and Open Market Operations) and Fine Arts
(Photography and Computer Graphics). He is experienced in managing
databases and his previous job was assistant to the manager of Alyeska,
a resort in Girdwood, Alaska. His e-mail address is

1. Information about IUGG Archives

When the IUGG Archive was transferred from Toulouse, France, to the
present Office of the Secretariat in Boulder, Colorado, USA, it became
clear that this large volume of valuable records should be deposited in
a permanent facility where they could be accessed both by IUGG officers
and scholars of the history of science. In March 2000, the IUGG Bureau
agreed to deposit the records in the Niels Bohr Library of the Center of
the History of Physics of the American Institute of Physics. An article
on the Niels Bohr Library, "Preserving the Heritage of Discovery" by the
director, Spencer Weart, appeared in the January, 2002 issue of Physics
Today (pgs 28-33). For more information about the library itself,
consult their web site : http://www.aip.org/history.

Recently, we were informed that the inventory/finding aid for the IUGG
records, are now processed and online at:
http://www.aip.org/history/ead/aip_iugg/20010000_content.html

The finding aid is comprised of the following sections:
- short summary of the union, what it is comprised of, and how it
operates
- historical summary, including dates and important events
- description of how the records were organized, the scope and content
of the collection, and how you can access them
- series descriptions and container lists
Here is a sample of the information posted about the General Assemblies.

Series VIII: General Assemblies, 1939-99
The Proceedings (Comptes Rendus), Circulars, Agendas, Programs,
Abstracts, reports, and participant lists are all included in the
records (5.25 feet) of the 7th and 10th through 22nd IUGG General
Assemblies, including the Extraordinary General Assembly held in Durham,
England, in 1977. Correspondence and other organizing documents are also
included for some of the Assemblies.

The IUGG Secretariat is grateful to the Center for the History of
Physics for their professional and considerate care of the IUGG Archive.

2. Reminder of Call for IUGG Nominations

The April, 2002, issue of the IUGG E-Journal included a summary of
procedures for nominations for a new IUGG Bureau (President,
Vice-President, Treasurer, and 3 Members) and Finance Committee (5
members). The new officers will be elected by the IUGG Council at their
meeting in Sapporo in 2003. Instructions regarding the procedures to be
used to submit nominations are posted on the IUGG Web site, and have
been mailed to all IUGG officers and Adhering Bodies.

The deadline for submissions is 30 September, 2002. Because of summer
schedules, please do not delay to submit your nominations. Prof. Dr.
Klaus Peter Schwarz, the Chair of the Nominations Committee, is
available to answer your specific questions and accept nominations.

1. Official Notification of XXIII IUGG General Assembly has been posted

The official notification of the XXIII IUGG General Assembly in Sapporo,
Japan (June 30-July 11, 2003) was mailed on June 17 to all IUGG Adhering
Bodies and National Committee Presidents and Secretaries-General. A
copy of the 2001 IUGG Annual Report was included in the packet.

2. IAMAS represented at the Executive Council of the World
Meteorological Organization

Prof. Roland List represented IAMAS at the 54th session of the Executive
Council of the World Meteorological Organization held in Geneva,
Switzerland, from 11-21 June, 2002.

3. IAHS represented at the Intergovernmental Council of the
International Hydrological Programme

Prof. K. Takeuchi and Prof. P. Hubert represented IAHS at the
Intergovernmental Council of the International Hydrological Programme
held at UNESCO in Paris, France, from 17 to 22 June, 2002. The IAHS
Bureau met prior to the Council.

4. IUGG Executives receive honors from the European Geophysical Society

IUGG officers, listed below, were well-represented among the 2002 awards
bestowed by the European Geophysical Society.

Dr. Georges Balmino, CNES/GRGS, France, received the EGS Vening Meinesz
Medal in recognition of his contributions in the fields of satellite
geodesy and the study of Earth's gravitational field. Dr. Balmino is
the former Secretary-General of IUGG (1991-1999).

Dr. Bengt Hultqvist, Swedish Institute of Physics, Sweden, received the
EGS Hannes Alfvén Medal in recognition of his important contributions to
auroral and magnetospheric physics and his leading role in initiating
and supporting space research projects both nationally and
internationally. Dr. Hultqvist is the Secretary-General of IAGA.

Prof. Christophe Reigber, Geoforschungs Zentrum Potsdam, Germany,
received the EGS Vening Meinesz Medal in recognition of his
contributions in the field of satellite geodesy and the study of Earth's
gravitational field. Prof. Reigber chairs the Directing Boards of IAG's
International GPS Service, and the International Earth Rotation Service.
He is also a Union Lecturer at the 2003 IUGG General Assembly.

5. SCAR wins the Prince of Asturias Award for International
Cooperation in 2002

The ICSU Scientific Committee on Antarctic Research (SCAR) has been
honored by the Prince of Asturias Award for International Cooperation in
2002 for their international collaboration in Antarctica. SCAR was
established in 1958 with the 12 countries that were undertaking
Antarctic research during the International Geophysical Year (1957-58).
SCAR initiates, promotes, and coordinates scientific research in the
Antarctic system. The membership of SCAR is now 32 countries and the
Secretariat is at the Scott Polar Research Institute, University of
Cambridge, Cambridge, United Kingdom. The IUGG liaison to SCAR is Prof.

The Prince of Asturias Foundation, a non-profit organization that aims
to promote the Sciences, Technology, Concord, Arts, and Letters,
established annual awards in 1980 to honor individuals, groups, and
institutions whose achievements are examples for all mankind. Each
award is comprised of a diploma, Joan Miró sculpture, and a cash prize
of 50,000 Euros. HRH Crown Prince Felipe of Spain presents the awards
annually at a prestigious ceremony in Asturias, Spain. For further

2. ICSU Grant for 2003 awarded to IUGG/IAGA

The awards for the ICSU Grants Programme for 2003 have been announced.
A proposal submitted by Vladimir Papitashvili, Chair of Division V
(Geomagnetic Observatories, Surveys, and Analyses) of the International
Association of Geomagnetism and Aeronomy (IAGA) received $35,000 to
pursue "Rescue of Old Analogue Magnetograms by Converting to Digital
Images." The proposal was supported by the ICSU Panel on World Data
Centers. Congratulations!

3. Registrations and Abstracts for IUGG General Assembly are now being
accepted

The 2003 General Assembly web site is now assigning ID numbers and
accepting abstracts and travel assistance applications for the Sapporo
Assembly. (To reach the web site, visit the IUGG home page at
http://www.IUGG.org and click on the General Assembly link.) The
registration fee has not yet been determined, but it will be announced
soon. Instructions for persons wishing to apply for an ID number by
mail or fax are found on page 14 of the General Assembly Second
Circular. To receive a copy of the Second Circular, send an e-mail
request to iugg_service@jamstec.go.jp, or send a fax to 81 468 67 9315.

4. Committee for Proposals to Revise IUGG Statutes and Bylaws appointed

According to the IUGG Statutes, proposals by Member Countries for a
change of any article of the statutes of the Union must reach the
Secretary General at least six months before the announced date of the
Council Meeting at which it is to be considered. Two-thirds of the
Delegates at the Council Meeting must approve any change. The Council
Meeting on 4 July, 2003, in Sapporo, Japan, will consider changes to the
Statutes and By-laws; therefore, such proposals must be received at the
Office of the Secretariat by January 4, 2003. President Masaru Kono has
appointed a Committee, chaired by Prof. Uri Shamir, to co-ordinate
proposals for changes. For further information, please contact Prof.

5. IUGG Bureau to meet in Cape Town August 31 - September 1

The IUGG National Committee for South Africa will host the annual
meeting of the IUGG Bureau in Cape Town, South Africa, August 30 and 31.
Agenda items include reports of activities of the IUGG officers, and
discussion of matters arising from ICSU and Inter-Union bodies in
preparation for the ICSU General Assembly in September. The Bureau will
also prepare draft agendas for the Executive Committee and Council
Meetings at the 2003 IUGG General Assembly in Sapporo. On September 2,
the Bureau members will meeting with Dr. A.F. Spilhaus, Jr., Chair of
the IUGG Finance Committee, and Prof. M. Hamlin to discuss matters of
common interest and to provide input regarding the 2003-2007 IUGG Budget.

1. Last Call - nominations for IUGG Officials due 30 September

The deadline to submit nominations for a new IUGG Bureau (President,
Vice-President, Treasurer, and 3 Members) and Finance Committee (5
members) is September 30. Instructions for nominations are posted on
the IUGG Web site (http://www.IUGG.org), and have been mailed to all
IUGG officers and Adhering Bodies. The Nominations Committee will
prepare a slate of candidates and the new officers will be elected by
the IUGG Council in Sapporo at the 2003 General Assembly.

2. Deadline reminder for Bids for the 2007 IUGG General Assembly

The Call for Invitations to host the 2007 General Assembly was issued in
September 2001. Bids are now being accepted and must be received by
December 31, 2002. As a point of interest, the 2007 Assembly will mark
the 50th Anniversary of the International Geophysical Year, and suitable
celebrations are being planned. The guidelines for a proposal are
posted on the IUGG website, or can be received directly from the IUGG
Secretariat. The IUGG Council, at their 2003 meeting in Sapporo, will
make the final selection.

3. Updates needed for the 2003 IUGG Yearbook

Corrections and updates to the information contained in the IUGG Yearbook
are now in progress in preparation for the 2003 Yearbook. The IUGG
Secretariat will be contacting all Adhering Bodies, National Committees,
and Association Secretaries-General within the next few weeks in order
to confirm changes already received, and to request other additions and
corrections. Updates are needed by November 28.

4. Dr. A.J. Smith is the IUGG representative to the URSI General
Assembly in Maastricht, Netherlands

The Union Radio Scientifique Internationale (URSI) invited IUGG to send a
delegate to the opening ceremony of their General Assembly in
Maastricht, The Netherlands, Aug 17-24, 2002. President Kono appointed
Dr. A.J. Smith (U.K.), chair of the joint IAGA/URSI Working Group on
VLF/ELF Remote Sensing of the Ionosphere and Magnetosphere, to represent
IUGG.

5. First Business Meeting of EMSEV (Electromagnetic Studies of
Earthquakes and Volcanoes) to be held September 6

EMSEV is a new Inter-Associations working group jointly organized by the
International Associations of Geomagnetism and Aeronomy (IAGA),
Seismology and Physics of the Earth's Interior (IASPEI), and Volcanology
and Chemistry of the Earth's Interior (IAVCEI). The Chair of EMSEV is
Dr. S. Uyeda (Japan). Approved by the IUGG Executive Meeting in 2001 and
jointly funded by contributions from each of the sponsoring
Associations, EMSEV will hold its first business meeting on Sept. 6, in
Moscow, Russia, just after the 3rd International Workshop on Magnetic,
Electric and Electromagnetic Methods in Seismology and Volcanology. The
meeting is open to anybody interested.

1. IUGG General Assembly Third Circular posted on Web

The XXIII IUGG General Assembly will be held in Sapporo, Japan, from June
30- July 11, 2003. The Third Circular has now been released on the Web
site and will be mailed to all of those who have pre-registered, as
explained in the First and Second Circulars. (To access the web site,
go to the IUGG Web site at http://www.IUGG.org and select the General
Assembly link). The registration form and hotel booking form are in the
third Circular and can be filed electronically or by post. The Early-
Bird registration fee is good until April 1 so that the Sapporo Local
Organizing Committee can better plan for the expected attendance. After
that, the fees increase. The Abstract and Travel Grant submission forms
are due in Japan by January 30, 2003.

2. Reminder: Proposals for Changes to the IUGG Statutes and By-Laws
due January 4

According to the IUGG Statutes, proposals by Member Countries for a
change of any article of the statutes of the Union must reach the
Secretary General at least six months before the announced date of the
Council Meeting at which it is to be considered. Two-thirds of the
Delegates at the Council Meeting must approve any change. The Council
Meeting on July 4, 2003, in Sapporo, Japan, will consider changes to the
Statutes and By-laws; therefore, such proposals must be received at the
Office of the Secretariat by January 4, 2003. President Masaru Kono has
appointed a Committee, chaired by Prof. Uri Shamir, to co-ordinate
proposals for changes. For further information, please contact Prof.

3. IUGG Bureau meeting held in Cape Town, South Africa

The IUGG National Committee for South Africa, through the Office of
International Affairs of the South Africa National Research Foundation,
hosted the annual meeting of the IUGG Bureau from August 31-September 1,
in the facilities of the Graduate School of Business of the University
of Cape Town. The Bureau members are grateful to the National
Committee, and especially for the hospitality of Dr. and Mrs. Vere
Shannon who made the arrangements and welcomed each of us personally.
The minutes of the meeting are in preparation and a summary will be
posted on the IUGG web site soon. On September 2, the Bureau members
met with Dr. AF Spilhaus Jr. and Prof. M Hamlin, representing the IUGG
Finance Committee. Topics discussed included a draft budget for 2004-2007.

4. SCL/ILP Bureau Members named for 2003-2005

The five voting members of the governing Bureau of the ICSU Scientific
Committee on the Lithosphere (SCL), which guides the International
Lithosphere Program (ILP), are elected from nominees provided by the
IUGG and the International Union of Geological Sciences (IUGS). Two
members represent IUGG, two represent IUGS, and one member represents
both. The IUGG members for 2003-2005 will be Dr. H Drewes (Germany,
continuing for a second 2-year term), Dr. Wang Qingchen (China), and Dr.
S Gregersen (Denmark) who is serving as the joint IUGS/IUGG member). In
addition, IUGG names a non-voting representative who attends the SCL/ILP
executive meetings. For 2003-2005, the IUGG representative will be Dr.
E Robert Engdahl (USA).

1. IUGG Nominations Committee Report

Prof. K.-P. Schwarz is completing the report of the IUGG Nominating
Committee. As specified in the IUGG By-laws (revised in 1999), the
Committee has proposed "one or two names for each position in the Bureau
and in the Finance Committee, seeking to achieve a reasonable balance in
their geographical and professional distribution." This report will be
mailed to each of the National Committees, and will also be published
electronically on November 4 in a special edition of the IUGG E-Journal
(Issue 11 A). The Report includes instructions for making further
nominations, which must be received by the end of March. The Curriculum
Vitae of the candidates will be posted on the IUGG Web site, and can be
obtained directly from the IUGG Secretariat if web access is not convenient.

2. GeoRisk Commission "Budapest Manifesto on Risk Science and
Sustainability"

The IUGG Commission on Geophysical Risk and Sustainability (GeoRisk
Commission) held its inaugural meeting June 15 and 16, 2002, at the
Hungarian Academy of Sciences in Budapest in conjunction with a workshop
entitled "Science for Reduction of Risk and Sustainable Development of
Society." Speakers were invited from IUGG (representing the physical
sciences) and from Euroscience (representing the social sciences). The
talks and the discussion were summarised into the Budapest Manifesto on
Risk Science and Sustainability. This declaration aims to reinforce the
social and vital link between the scientific community and the public to
provide a general guide for scientists that deal with risk and
sustainability. The text of this declaration is posted on the IUGG web
site under "Reports."

3. Short Report from the ICSU Assembly

The 27th ICSU (International Council for Science) General Assembly was
held September 25-28, in Rio de Janeiro, Brazil. Those attending from
IUGG were President Masaru Kono, Secretary-General Jo Ann Joselyn, and
Bureau Member Harsh Gupta, who also presented an invited talk in the
Scientific Forum on Sustainable Development and served on the
Resolutions Committee. Among the highlights, ICSU admitted the
International Society for Photogrammetry and Remote Sensing into
membership, and accepted three new Associate Members (Macedonian Academy
of Sciences and the Arts, Academia Nacional de Ciencias de Peru, and
Academy of Sciences of the Republic of Tajikistan). New Officers, who
will serve until the 2005 ICSU General Assembly to be held in China, are
President: J. Lubchenco (USA); Vice-President for Scientific Planning
and Review: D.A.D. Parry (New Zealand); Vice President for External
Relations: P.D. Tyson (South Africa); Secretary General: A.-M. Cetto
(Mexico); and Treasurer: R. Elliott (UK). The President-elect is G.
Mehta (India). Union members on the Executive Board are R. Brett (IUGS;
USA); G. Berlucchi (IBRO; Italy); M. Denis (IUPsyS; France); and B.
Richter (IUPAP; USA). National Members are H. Chaimovich (Brazil);
M.-L. Chanin (France); F. Gudyanga (Zimbabwe); and L. Lapointe (Canada).
ICSU has expanded the office staff in Paris to include a Webmaster and
a Communications Specialist. Please consult the ICSU web page

4. ICSU Position Papers

In response to an invitation from the International Council for Science
(ICSU), IUGG has worked with other ICSU bodies to produce two position
papers. These papers can be accessed from the IUGG web site under
"Reports," and are also accessible from the ICSU web site
(http://www.icsu.org) .
ICSU Position Paper on Natural Disaster Reduction: Safer Sustainable
Communities: Making Better Decisions about Risk, prepared by Tom Beer
(IUGG Commission on Geophysical Risk & Sustainability) and Robert
Hamilton (ICSU Committee on Disaster Reduction)
ICSU Position Paper on Water Systems Including Quality, prepared by John
Rodda (IUGG/IAHS) and Robert Naiman (ICSU Scientific Committee on Water
Research)

5. Nominations invited for IAGA Long Service Medal

The International Association of Geomagnetism and Aeronomy (IAGA)
welcomes nominations for the IAGA Long Service Medal, which is awarded
to persons who have done extra-ordinary work in basic measurements or
other basic activities within the IAGA fields. Of particular interest
are nominees who operate observatories under difficult conditions. To
make a nomination, please contact the IAGA Secretary-General, Dr. Bengt
Hultqvist (hultqv@irf.se) as soon as possible for additional information.

6. IAHS Initiative: Prediction in Ungauged Basins (PUB)

PUB is an international research initiative launched by the International
Association of Hydrological Sciences (IAHS) to promote the development
of science and technology to provide the hydrological data where ground
observations are needed but are missing. PUB will predict this
hydrological data by drawing from theoretical hydrology, remote sensing,
and in situ observations combined with modelling of water quantity and
water quality, and will also benefit scientists and communities in need
of advanced science and technology. PUB will have connectivity with
existing programs in and out of IAHS that are concerned with predictions
of hydrological responses, and will provide a forum, a network and the
theoretical framework for integration of all existing related
initiatives. Following from a first Workshop held in Kofu (Japan) last
March, the PUB Kick-Off meeting will be held in Brasilia (Brasil) from
November 20 to 22. All information about PUB and the Brasilia meeting
are available on the IAHS Web site http://www.cig.ensmp.fr/~iahs .

7. Corrections and updates to the IUGG Yearbook now due

Corrections and updates to the information contained in the IUGG Yearbook
are now being finalized in preparation for the 2003 Yearbook. Please
contact the IUGG Secretariat by November 28 (secretariat@iugg.org) with
additions and corrections.

Report of the IUGG Nominations Committee

A printed copy of the following report will be mailed to the officers of
the Union and the Associations and the IUGG National Committees. Please
note that further nominations can be received before March 30 by
following the instructions given in the IUGG Statutes and as provided in
the report.

This report and the Curriculum Vitae (C.Vs) of the candidates will be
posted immediately on the IUGG Web site: http://www.IUGG.org.

Dear colleagues,
Given below is the list of nominations for the IUGG Bureau and the
Finance Committee as agreed upon by the Nominating Committee. For each
position either one or two candidates have been nominated, as required
by the By-Laws (10b). The positions and the nominated candidates are:

Note that the current Secretary General, J.A. Joselyn, was elected for
an eight year period in 1999. The position is therefore not up for
election this time. Resumes of all candidates have been posted on the
IUGG web site.

During the next five months, new candidates for each office will be
added to the list given above if they are supported by at least three
presidents or equivalent officers of National Committees of Member
Adhering Bodies. As before, the candidates must signify their acceptance
of nomination and must prepare a resume outlining their position,
research interests, and activities related to the Union. The deadline
for adding nominations is 30 March, 2003.

The resulting final list of nominations will be completed and
distributed by 30 April, 2003. The By-Laws provide for re-nominations
following the close of the first Council Meeting at the General Assembly.

1. IUGG General Assembly

Preparations are continuing for the IUGG General Assembly, June 30-July
11, 2003, in Sapporo, Japan. Please note that the Abstract Deadline is
January 30, 2003, which is also the deadline for applications for IUGG
travel support. The General Assembly web site, accessible from the IUGG
home page, includes all the instructions and forms.
The letter requesting the name of each delegate to the IUGG Council
Meeting in Sapporo was mailed on 4 November to all IUGG Adhering Bodies
and National Committees. The letter also requested a Quadrennial
Report, in electronic format. Adhering Bodies should notify the
Secretariat if the letter has not been received. The same envelope
contained the written report of the Nominations Committee, which is also
posted on the IUGG web page.

2. Meetings in 2003 selected for IUGG support

IUGG co-sponsors symposia and meetings appropriate to our disciplines of
study. A small fund is spent annually to assist meetings, and
especially to support the attendance of young scientists and scientists
from developing countries. In years of the IUGG General Assembly, the
budget for meetings is reduced to $5000 (USD) so that more money is
available to support attendance at the General Assembly. Officers of
the Associations and Inter-Association Commissions and Committees
nominate meetings to receive these awards. For 2003, IUGG will support
the following two meetings. More information about each of them can be
obtained under the "Calendar" option on the IUGG Web site
[http://www.IUGG.org].

10th International Symposium on Deep Seismic Profiling on the Continents
and Their Margins, January 6-10, 2003, Taupo, New Zealand
Summer School on Paleo Climate Dynamics and Observations, June 16-25,
2003, Valle d'Aosta, Italy.

3. Call for nominations for the second Albert I Medal

The International Association for the Physical Sciences of the Ocean
(IAPSO) is requesting nominations for the second Albert I Medal, to be
awarded at the IUGG General Assembly in Sapporo. The medal is named for
the late Prince Albert I of Monaco, who organized the oceanography
section of IUGG in 1919. The first Albert I Medal was awarded in 2001
to Professor Walter Munk, of the Scripps Institution of Oceanography,
University of California, USA, who is also the 1999 Kyoto Prize Laureate
for Earth and Planetary Sciences.
Please contact Prof. Devendra Lal, Chair, Prince Albert I Medal
Committee, (dlal@ucsd.edu) for information regarding the process to
submit a nomination for the Albert I Medal.

4. Appointments to Statutes and By-Laws Committee

Dr. Masaru Kono, IUGG President, has announced the members of the
Committee that will accept proposed changes to the IUGG Statutes and
By-laws. The Members are Prof. U. Shamir, Chair, E. R. Engdahl, R.
Schlich, V. Shannon, and P. Wyllie. Proposals from the IUGG Adhering
Bodies to modify the Statutes and By-Laws should be submitted to the
IUGG Secretariat (secretariat@iugg.org) before December 31, 2002.

5. International Handbook of Earthquake and Engineering Seismology
(Part A)

The first of a two-volume comprehensive review of earthquake and
engineering seismology is now available. This state-of-the-art work,
edited by W.H.K. Lee, H. Kanamori, P.C. Jennings, and C. Kisslinger,
fulfills IASPEI's ambition to create a useful reference for earthquake
and engineering seismologists, as well as for earthquake engineers,
geologists,and geophysicists. Part A, which includes a CD-ROM, features
56 full-length chapters detailing the history of seismology, theoretical
and observational seismology, earthquake geology and mechanics, and the
Earth's structure. Part B will be published in Spring, 2003, and
features 34 chapters and 4 appendices, detailing strong-motion
seismology, selected topics in earthquake engineering, earthquake
prediction and hazards mitigation. Part B also includes over 50 national
reports and 2 CD-ROMs. Each hard cover volume contains about 1,000

6. Honors and Appointments

The U.K. Institute of Physics (IOP) has announced that the 2002 Charles
Chree Medal and Prize will be given to Dr. Michael Lockwood, Rutherford
Appleton Laboratory, U.K., to honor his "contributions to sun-climate
relationships." Dr. Lockwood is Chair of Division III: Magnetospheric
Phenomena, of the International Association of Geomagnetism and Aeronomy
(IAGA).
At their annual celebration on November 21, the University of Copenhagen
conferred an honorary Doctor of Science degree upon Prof. Fernando Sanso
(Italy). Prof. Sanso is President of the International Association of
Geodesy (IAG).
Drs. Gordon McBean (Canada) and Uri Shamir (Israel) were recently
appointed to ICSU Committee on Scientific Planning and Research (CSPR)
Panel on the Environment. The Panel will review current programmes on
the environment within the International Council for Science (ICSU) and
then recommend a plan of action.

7. IUGG-related meetings occurring during December, 2002 - February, 2003

A calendar of meetings of interest to IUGG disciplines (especially those
organized by IUGG Associations) is posted on the IUGG Web Site
[www.IUGG.org]. Specific information about these meetings can be found
there. Individual Associations also list more meetings on their web
sites appropriate to their disciplines.
