1. Happy New Year! Plans for the IUGG Yearbook for 2003
The IUGG Secretariat wishes to thank all of the Adhering Body National
Committees and the Associations for their help to update the information
in the IUGG Yearbook. The 2003 Yearbook will be posted on the IUGG
Website (http://www.IUGG.org) during the week of January 6, and will be
printed and distributed by the end of the month. During 2003, updates
to addresses and other information in the Yearbook should be sent to the
Secretariat (secretariat@iugg.org) as soon as they are known; our goal
is to update the Web copy of the Yearbook as often as necessary. Best
Wishes to all of the IUGG family for a healthy and prosperous New Year.
2. Abstract Deadline for IUGG General Assembly is January 30, 2003
Preparations are continuing for the IUGG General Assembly, June 30-July
11, 2003, in Sapporo, Japan. The Abstract Deadline is January 30, 2003,
which is also the deadline for applications for travel support. The
General Assembly web site, accessible from the IUGG home page
(http://www.IUGG.org), includes all the instructions and forms.
3. Initiatives in 2003 selected for IUGG support
At the 1999 General Assembly, an "opportunity fund" was set aside in the
budget to support proposals for inter-Association initiatives. As of
2003, $121,905 has been allocated including funding for the new or
continuing projects listed below. Additional proposals are welcome.

Detailed Study on the Active Tectonics of Afro-Arabian Rift Region using
Paleomagnetic and Potential Field Data and its Incorporation with

4. ICSU Call for Nominations for Assessment Panels
IUGG has been asked to nominate persons who would be appropriate for
selection to several assessment panels. These panels will prepare
reports and key recommendations that will be published and widely
disseminated within the International Council for Science (ICSU), and
will form the basis for actions including the development of new
research programmes, policy initiatives, and priorities within the ICSU
Grants Programme. Two of the panels now open for nominations are

Nominations are due in Paris by January 10. Please contact the IUGG

information.
5. ICSU 2004 Grants Programme announced
The 2004 ICSU Grants Programme is now open for proposals. The source of
these funds is UNESCO, ICSU, and the US National Academy of Sciences.
In 2002, the awards totaled $750,000 and in 2003, awards totaled
$852,800. IUGG has been able to compete successfully for at least one
award for the past several years. IAGA won Category II awards
(proposals for less than $50,000) in 2002 and 2003, and IAPSO won a
Category II award in 2001. Proposals are due in Paris by 1 March 2003.

The IUGG General Assembly Local Organizing Committee has today extended
the deadline to accept abstracts for the scientific sessions until 7
February. They have also announced that more than 6500 abstracts have
been received from more than 4800 persons. We are looking forward to an
excellent General Assembly in Sapporo (30 June - 11 July, 2003). For

1. IUGG Adhering Organization Credentials due by end of the Month
In a formal letter sent on 4 November 2002 to all IUGG Adhering Bodies,
a request was made for the name of the delegate to the IUGG Council
meetings in Sapporo. This person must be accredited by means of a
signed letter (fax and e-mail are not acceptable) from the IUGG Adhering
Organisation. This person will be admitted to the Council meeting and
may participate in Council business.
The Adhering Organizations are asked to send these letters so that they
arrive at the IUGG Office by 28 February. In order to expedite the
Council meetings, documents regarding items of business will be sent to
the delegates for consideration in advance of the General Assembly.
2. Invoices mailed for IUGG Dues Payments
The IUGG Treasurer, Dr. Aksel Hansen, mailed the invoices for the annual
dues payments for 2003 to IUGG Member Adhering Organizations in late
December. The dues payment for each Member is determined from their
category of membership. There are 12 categories, and each higher
category pays a multiple number of units. For example, Category I
members pay one unit and Category 10 members pay 30 units. The
subscription price for one unit of membership in 2003 is $1455 (USD).
This value is calculated for a given year using the inflation rate index
for the previous year for the USA. Members who are in arrears (that is,
they have not yet paid the previous year's dues, become Observer Members
and as such, they are not permitted to vote on matters of IUGG business
(especially important this year, when the Council will meet during the
Sapporo General Assembly). If a Country has been in Observer Status for
2 or more years, scientists from that country may not hold elected
office in IUGG or the Associations. Countries who have been in Observer
status for 4 years are no longer considered to be IUGG members on
January 1 of the next (5th) year unless they apply for Associate Member
status. Associate members continue to receive information about IUGG
scientific activities, but they may not participate in IUGG business.
3. Annual Reports for 2002 are due
Each of the Associations and inter-Associations bodies has been sent the
annual request for an annual report, to be received by mid-month. These
will be combined with a summary of general IUGG activities in order to
produce an IUGG Annual Report for 2002. This report will be submitted
to the International Council for Science (ICSU) and posted on the IUGG
Web site by March 1. We hope that the IUGG National Committees will
find this report useful in their quest for continuing support for IUGG
activities.
4. Bids received for the 2007 IUGG General Assembly
As of the deadline of December 31, 2002, two invitations were received
to host the XXIV IUGG General Assembly to be held in 2007. Each
proposer will make a presentation to the IUGG Council in Sapporo, Japan,
during the upcoming General Assembly. The Council will make the final
decision. The first invitation received was from the National Research
Council of Italy through the Research Institute for Hydogeological
Protection; the venue proposed is the premises of the University of
Perugia, Italy. The second invitation received was from the Australian
Academy of Sciences; the venue proposed is the Melbourne Exhibition and
Convention Centre. Both invitations are well-supported, and IUGG is
grateful to the proposers for their time and effort to prepare
professional and attractive bids for the IUGG 2007 General Assembly.
5. Notification of an ICSU/CODATA on-line discussion forum on Science
and the Information Society
In order to consult its members and associated bodies/organizations, as
well as the wider international scientific and technological community,
ICSU in association with CODATA (COmmittee on DATA for Science and
Technology) will be hosting an on-line forum to develop its main input
to the UN World Summit on the Information Society (WSIS), which takes
place in Geneva in December. This forum will be launched on 10th
February on the ICSU web-site (www.icsu.org) and continue until 28th
February. Brief introductory papers on four themes are being prepared
and will be posted on the web-site. Participation in the forum will be
open to anyone, following a simple registration procedure.

1. IUGG General Assembly News
The deadline for abstracts for the June 30-July 11 XXIII IUGG General
Assembly is now past. The Local Organizing Committee reports that more
than 6600 abstracts have been received. 5626 scientists from 111
countries have preregistered. The abstracts are now being arranged in
programmes by the Association Symposia Conveners. The Scientific
Programme Committee, chaired by Dr. A. Nishida, will meet in Tokyo from
March 6-8 to coordinate the final programmes and travel grant requests.
Notification of the programmes and travel grant awards will be sent as
soon as possible following this meeting.
Registrations and hotel reservations are now being accepted on the
General Assembly web site:
http://www.jamstec.go.jp/jamstec-e/iugg/index.html, which can also be
accessed from the IUGG home page: http://www.IUGG.org. A discounted
"early bird" registration fee applies to registrations paid before March 31.
2. IUGG Associate Members
An IUGG member in Observer status may become an Associate member if the
regular Adhering Bodies vote to accept the change. Recently, a vote by
correspondence was held for Serbia and Montenegro (formerly the Federal
Republic of Yugoslavia) and Nigeria. The transfer of both countries to
Associate status was agreed. IUGG is pleased that these countries will
remain members of IUGG and will continue to work through the
Associations to promote the studies of geodesy and geophysics in their
countries.
3. IUGG Adhering Organization Quadrennial Reports are due
In a formal letter sent on 4 November 2002 to all IUGG Adhering Bodies,
a request was made for a Quadrennial National Committee report.
Although not a requirement, it has been the custom for many General
Assemblies for each National Committee to prepare a Quadrennial Report
that summarizes national activities in geodesy and geophysics and
showcases the accomplishments of the past 4 years. However, recently it
has become more difficult for Adhering Bodies to find the resources to
produce printed reports, and it has been noticed that the printed
reports are a burden to bring the General Assembly, and to carry home.
In response to this reality, the IUGG Bureau has decided that all
national reports should be posted on the internet. The IUGG Secretariat
will assist those national Committees who are not able to provide an
electronic copy by scanning and uploading the printed material they
provide. Each national report, or the link to each national report,
will be placed on the IUGG web page for easy access and reference by not
only IUGG members, but by the scientific community at large. National
Committees are urged to submit their quadrennial reports as soon as
possible.
4. Science for Health and Well-being
At the recent International Council for Science (ICSU) General Assembly,
several of the member Unions agreed to discuss an initiative on the
general topic of Science for Health and Well-being. On February 10-11,
a meeting chaired by Dr. M. Wake, President of the International Union
of Biological Sciences, was held at ICSU Headquarters in Paris, France.
Drs. Pierre Hubert and Jo Ann Joselyn attended on behalf of IUGG. After
exploring the various aspects of the topic, the Unions present strongly
recommended that ICSU should consider the general topic of the
relationships and contributions of science to maintain and increase the
health of the populace and the environment as a primary focus for
funding for 2005.
5. ICSU Call for Emerging Issues and an on-line discussion on Science
and Technology in the Information Society
At the recent General Assembly of the International Council of Science
(ICSU), the Committee on Scientific Planning and Review (CSPR) was asked
to identify emerging scientific issues as part of a process that could
potentially define new ICSU initiatives. They have issued a call to the
Unions for emerging issues, with the deadline of 30 April. All IUGG
scientists are encouraged to respond by reporting potential issues to
Association or inter-Associations bodies, or to the IUGG secretariat
(secretariat@iugg.org).
On February 10, ICSU/CODATA opened an on-line discussion forum "Science
and Technology in the Information Society" on the ICSU web site
(http://www.ICSU.org). The overall aim of this open-access forum is to
collect input that will help form the basis for the negotiations that
will take place at the World Summit on the Information Society in Geneva
in December 2003. Four themes have been selected for discussion. All
members of the international science and technology community are
invited to contribute either as individuals or organizations.
The themes are
* scientific data and information for decision-making and better governance
* ensuring universal access to scientific knowledge internationally
* scientific data and information as a global public good
* using scientific data and information to improve all levels of
education and training.
The electronic forum will remain open until March 10, 2003.

1. IUGG General Assembly News
The Scientific Programme Committee (SPC), chaired by A. Nishida, met
in
Tokyo, Japan, on March 6-7 as guests of the Japan Marine Science and
Technology Center. Members of the Local Organizing Committee (LOC) were
also present. Before this meeting, several of the Association
Secretaries-General visited the Assembly site in Sapporo and found the
arrangements to be excellent. IUGG President M. Kono greeted the
Committees and thanked them for their hard work to prepare the
scientific symposia and arrange all of the complex logistical details.
K. Suyehiro, General Secretary of the LOC, reported that 5187
persons had
submitted 7078 abstracts. These abstracts had been arranged into
programmes by the session convenors, but it fell to the SPC to make
adjustments so that the sessions all fit into the rooms and poster
spaces available each day. Of special importance, the LOC announced
that they had raised the sum of 50 million yen to support attendance at
the General Assembly. This extraordinary effort, plus $70,000 from IUGG
and additional amounts contributed by the Associations, means that more
than $500,000 is available to assist persons to come to the General
Assembly. The decisions about distributing the money to the 1156
applicants for support are now being made by the Secretaries-General, in
consultation with their symposia conveners.
The Agenda Books, including the quadrennial reports of the Union,
for the
IUGG Council Meetings that will be held in Sapporo were mailed on 31
March (the Agendas themselves were distributed last month). Most
Adhering Bodies have now reported the names of the delegates that will
represent them at the Council meetings, but a few delegates are yet
missing. The names of the delegates will be posted on the IUGG web site
early in April. The International Council for Science (ICSU) has named
Dr. Peter Tyson (South Africa) as their representative to the General
Assembly and the Council meetings.
2. IUGG Annual Report for 2002 posted on the Web
The IUGG Annual Report for 2002 has been posted on the IUGG web site
(http://www.iugg.org). The Annual Reports of the Associations and
inter-Association Commissions and Committees are included in this
document. Printed copies of the report will be sent to each of the IUGG
Member Adhering Bodies and prospective Adhering Bodies.
3. IAG - a new structure and new officers
A new IAG structure was developed following the 1999 Birmingham
General
Assembly by an IAG Review Committee, chaired by Gerhard Beutler. The new
structure was accepted by the IAG Executive Committee and later on by
the IAG Council, which held an extraordinary meeting on September 8,
2001, in Budapest, Hungary. The Structure consists of IAG Services,
Commission 1 (Reference Frames), Commission 2 (Gravity Field),
Commission 3 (Earth Rotation and Geodynamics), Commission 4 (Positioning
and Applications), an Inter-Commission Committee on Theory, an
Inter-Commission Committee on Geodetic Standards, and an Outreach
Committee. In addition, there the first IAG project has been announced:
the Integrated Global Geodetic Observing System (IGGOS).
The officers that were elected by the IAG Correspondents of the
National
Committees (as provided by the new IAG Statutes and By-laws) are
President G. Beutler (Switzerland), Vice President M.G. Sideris
(Canada), Secretary-General C.C. Tscherning (Denmark), and the following
Chairs of the Commissions: Commission 1: H. Drewes (Germany),
Commission 2: C. Jekeli (U.S.A.), Commission 3: V. Dehant (Belgium),
Commission 4: C. Rizos (Australia), and two members-at-large: L.P.
Fortes (Brazil), and C. Merry (South Africa). The persons elected to
represent the Services are R. Neilan (U.S.A.), M. Rothacher
(Switzerland), and H. Schuh (Austria).
4. ICSU/IAU Call for participants for a study of Asteroid Impacts
The International Astronomical Union (IAU), a sister union within
the
International Council for Science (ICSU), has invited IUGG to suggest
persons who could participate in a study of the societal consequences of
an asteroid impact. Dr. V. Gusiakov (Russia, Tsunami Commission) has
already been asked to serve, but if others are interested they should
contact the IUGG secretariat immediately.
5. IAHS Special Publication
At the end of 2002, the International Association of Hydrological
Sciences (IAHS) published another volume in the IAHS Series of Special
Publications: THE ECOHYDROLOGY OF SOUTH AMERICAN RIVERS AND WETLANDS,
edited by Michael E. McClain. Additional information is available at

The Scientific Programme is now posted on the General Assembly web site.

The deadline to register for the IUGG field trips has been extended to

meetings is restricted to Council Delegates, the IUGG Executive
Committee and the IUGG Finance Committee.
2. Additional Nominations received for the IUGG Finance Committee
According to the By-laws new nominations can be made to the Nominations
Committee at least three months before the General Assembly, i.e. in
this case by March 30, 2003. Two additional nominations were received
for the Finance Committee - Kiyoshi Suyehiro (Japan) and Patrick Pinet
(France). Both fulfilled the requirements stated in the By-laws and were
therefore added to the list. The augmented list is given below and
constitutes the final ballot from the Nominations Committee for voting
by the Council Members on July 9 in Sapporo.

3. In Memoriam - Michael Gadsden
Michael Gadsden (U.K.), Secretary-General of the International
Association of Geomagnetism and Aeronomy (IAGA) from 1983-1995, died on
April 10, 2003, at his home in Perth, Scotland. A leader in optical
aeronomy, he published an IAGA manual and instruction book "Observing
Noctilucent Clouds" in 1995 with P.Parviainen, and convened an
international symposium on mesospheric clouds in summer of 2002.
4. IUGG to be represented at the SCOPE Executive meeting
The ICSU Scientific Committee on Problems of the Environment (SCOPE)
will take place in Granada, Spain, from 10-13 June 2003. Dr. N.J.
Peters, past-president of the IAHS International Commission on Water
Quality, will observe the meeting as the IUGG representative.
5. ICSU/TWAS/UNESCO Visiting Scientist Programme
The Third World Academy of Sciences (TWAS), in co-operation with the
International Council for Science (ICSU) and the United Nations
Educational, Scientific, and Cultural Organization (UNESCO) offers a
programme whereby host institutions in Least Developed Countries are
supported to invite persons who have attained international recognition
in their fields of science to stay for a minimum of one month to deliver
lectures and seminars, supervise students, conduct research, and discuss
future collaborative partnerships. Applications are due by 1 October
2003. For more information, visit the TWAS web site

CONCERNING SARS AND THE IUGG GENERAL ASSEMBLY IN SAPPORO
The General Assembly Local Organizing Committee is pleased to confirm
that Japan is free of the SARS virus. As of this date (May 8, 2003),
there has never been a case of SARS in Japan. Visitors should not be
concerned.
In order to maintain this healthy state, certain precautions are being
taken to insure that the SARS virus is not imported into Japan. The
World Health Organization designates the areas that are at risk from
SARS. As of today, those areas include the Beijing, Hong Kong,
Guangdong, Inner Mongolia, Shanxi, Taipei and Tianjin Provinces of
China. This warning does not apply to passengers simply transiting
through international airports in these areas. The WHO website
http://www.who.int/csr/sars/en/ lists the affected regions; this
information is being continually reassessed and updated.
To enter Japan, persons should not show the symptoms of SARS (high
fever, dry cough, shortness of breath or breathing difficulties) or have
been in one of the WHO designated SARS-infected areas within the past 10
days.
If any person in Japan is diagnosed with SARS, the Japanese Ministry of
Health, Labour, and Welfare will pay the expenses to hospitalize that
person.
We hope that this information allays all concerns about travel to
Sapporo, Hokkaido.

IUGG 2003 General Assembly will welcome the Japanese Emperor and
Empress on July 2 to the Exhibit Hall in the Royton Hotel to observe
activities of recent scientific research in the fields of geology and
geophysics. They will also participate in the Welcome Ceremony to be
held at the Sapporo Convention Center in the evening.

There is a Search function on the General Assembly web site that
permits the details of each Symposium to be accessed. The address of

4. National Reports are posted on the IUGG Web page
The IUGG Webmaster, Julie McKie, has set up a special page on our Web
site with links to the quadrennial Reports from IUGG Member Countries.
To date, we have posted the reports from Argentina and Croatia, and the
reports from Russia are in the process of being added. Please view
these reports and either print out copies as needed or request a printed
copy (if available) directly from the individual National Committees.
We encourage National Committees to send their reports or links to their
reports to the IUGG Secretariat so that we may post them.
5. Awards and Honors
Prof. David Gubbins, University of Leeds, U.K. and Chair of the
Inter Associations Committee on the Study of Earth's Deep Interior
(SEDI), was presented with the 2003 Gold Medal of the Council of the
Royal Astronomical Society, London, for his "distinguished career in
geophysics, especially his fundamental work in dynamo theory,
geomagnetism, inverse theory, and seismology, and his outstanding
leadership within the geophysical community."
Prof. Y. Kamide, Director of the Solar-Terrestrial Environment
Laboratory of Nagoya University, Japan, and member of the IAGA Executive
Committee, was presented with the 2003 Price medal for Geophysics by the
Royal Astronomical Society, London, for his "inspiring leadership in the
geophysics community and his outstanding contributions to the study of
magnetospheric and ionospheric current systems during magnetospheric
storms and substorms using magnetometer data."
Prof. Uri Shamir, Vice president of IUGG and Director of the Stephen
and Nancy Grand Water Research Institute of the Israel Institute of
Technology, was awarded the 2003 Julian Hinds Award from the
Environmental and Water Resources Institute of the American Society of
Civil Engineers. He was recognized "for pioneering research in water
distribution analysis, groundwater modeling, and water resources
planning; national & international leadership in water science and
management, including Middle Eastern peace negotiations; and his
intellectual generosity and encouragement of others."
Prof. Susan Skone ,University of Calgary, Canada, was awarded the
2002 Young Author's Award by the International Association of Geodesy
(IAG) for her paper "The impact of magnetic storms on GPS receiver
performance," published in the Journal of Geodesy, Vol. 75, no. 9-10,
2001. The award consists of a cash prize of $1000 (USD) and an IAG
Award Certificate.
Professor Klaus Wyrtki, University of Hawaii, USA, will be awarded the
second Albert I Medal in Sapporo, Japan, by the International
Association for the Physical Sciences of the Oceans (IAPSO). Prince
Ranier of Monaco created the award, which is presented biannually, to
acknowledge particularly distinguished scientists in the physical
sciences of the oceans. Prof. Wyrtki is recognized for his pioneer
research in the large-scale physical oceanography of the tropical ocean
including exploration of the upper hydrospheric structure and current
system of Indonesia and Southeast Asian waters; synthesis of the
physical oceanography of the Indian Ocean; discovery of the Eastward
Equatorial jet, or "Wyrtki jet" in the Indian Ocean; and, most
importantly, his breakthrough research in the Pacific Ocean that has led
to the understanding of the El Niño phenomenon.

1. IUGG General Assembly
The 23rd IUGG General Assembly will begin on 30 June. Over 4200 persons
are now registered to come and participate in the scientific sessions
and business meetings and to enjoy extraordinary opportunities to
interact with their colleagues at this, the first IUGG General Assembly
to be held in Asia.
We wish to reassure all participants worried about the SARS virus. The
Local Organizing Committee has had to work hard with Sapporo, Hokkaido,
and Japanese national authorities to meet their requirements. Some of
the participants have had to change their plans significantly in order
to comply with the precautions that are being taken to insure that the
SARS virus is not imported into Japan. The World Health Organization

3. IUGG Finance Committee members for 2003-2007
The new Finance Committee Members are Dr. M. Hamlin (U.K.), Dr. D.
Jackson (U.S.A.), Dr. B. Kennett (Australia), Dr. K. Suyehiro (Japan),
and Dr. J. Vilas (Argentina). The Committee selected Dr. Hamlin as
their Chair. A particular action of the IUGG Council was to revise the
responsibilities of the Finance Committee, and to reduce the number of
members from 5 to 4. The next few years will be a period of transition
and 4 members will be elected to the Finance Committee in 2007.

5. Location of the 2007 IUGG General Assembly
The Council selected Perugia, Italy, as the site of the 2007 IUGG
General Assembly. The dates of the 24th IUGG General Assembly will be

6. Resolution of Thanks
The International Union of Geodesy and Geophysics
Gratefully records its appreciation for the organization, arrangements
made, and generous financial support for the XXIII General Assembly.
IUGG particularly acknowledges the gracious presence of their majesties
the Emperor and the Empress of Japan for their warm welcome and message
they extended to all participants and for their informal interaction
with delegates from around the world. On behalf of all participants,
the Council expresses its warm thanks to the Japanese National Committee
for IUGG, to the Science Council of Japan and 16 Japanese geophysical
societies, to the Japan Marine Science and Technology Center, to the
Local Organizing Committee, to the Program Committee, and to all others
involved in making the XXIII General Assembly a success and an enjoyable
meeting in Sapporo.

1. Summary of the 23rd IUGG General Assembly
The 23rd IUGG General Assembly is now history. It was particularly
successful owing to the careful work of the Local Organizing Committee
(Dr. S. Uyeda, Chair and Dr. K. Suyehiro, Secretary-General)) and the
Scientific Programme Committee (Dr. A. Nishida, Chair). 4151 persons
from 74 countries attended the Sapporo Assembly. There were 178
accompanying persons who praised the Accompanying Persons Programme as
the best they have ever experienced. The amount of money raised for
travel assistance from all sources (50 M Japanese yen from the LOC,
$70,000 from the IUGG budget, and additional funds provided by the
Associations) exceeded $630,000, which is the most ever raised for a
General Assembly. 440 individuals claimed travel assistance grants. 182
Symposia were convened, including 12 Union Symposia and 59
inter-Associations Symposia. The four Union Lectures, each followed by
a Union Symposium, were well-attended and have set a high standard for
excellence for future General Assemblies. A monograph based on all of
the Symposia under the Union theme "State of the Planet: Frontiers and
Challenges," is in preparation (Dr. R.S.J. Sparks, co-ordinator).
In addition to the usual scientific symposia, the Local Organizing
Committee arranged an Outreach Program consisting of 34 special events
such as public lectures, panel discussions, and presentations to and by
school children. These took place not only at the Assembly venue, but
also in Sapporo City and towns spread throughout Hokkaido. Masaru Kono,
outgoing President of IUGG, commended the program by saying " In the
times when there are so many difficult problems of world-wide scale
which are crucial to human society (global warming, natural hazards,
water crisis, just to name a few), it is very important that the
academic society can talk to the public directly. The Outreach program
in Sapporo showed one way of opening up such communication."
An extraordinary memory of the General Assembly was that the Emperor and
Empress of Japan accepted the invitation of the LOC to participate in
the Welcome Ceremony. Everyone appreciated their warm presence and
sincere interest in the work of IUGG. The Comptes Rendus of the General
Assembly will include the speeches at the Welcome Ceremony, the minutes
of the Council Meetings, and the revised IUGG Statutes and By-Laws.
Changes in the Statutes and By-law included provisions whereby the
duties and size of the Finance Committee are reduced and Associate
members are now permitted to listen to the Council meetings. When it is
completed, copies will be sent to all participants and it will be posted
on the IUGG Web site.
The outcome of the IUGG elections was announced in a special issue of the
E-Journal that was broadcast on July 16, 2003 (Volume 3 No. 7b). This
issue is posted on the IUGG web site (www.IUGG.org).
2. In Memoriam - Naoshi Fukushima
Professor Naoshi Fukushima (Japan), Secretary-General of the
International Association of Geomagnetism and Aeronomy (IAGA) from
1975-1983, passed away on 25 June 2003, at the age of 78. He led a
productive scientific career that included an elegant formulation of the
ground effect of a vertically-flowing magnetic field-aligned current
often called Fukushima's theorem. He was awarded the Waldo E. Smith
Medal of AGU in 1990, and was the co-convenor of the Union History
Symposium at the Sapporo General Assembly.
3. IAPSO's Eugene C. LaFond Medal for 2003
Margarita V. Chikina, P.P. Shirshov Institute of Oceanography of the
Russian Academy of Sciences, has been awarded the Eugene C. LaFond Medal
for 2003. The International Association for the Physical Sciences of
the Oceans (IAPSO) presents this award at each IUGG General Assembly for
the best paper on oceanography presented by a scientist from a
developing country. The paper, "Influence of Mesoscale Circulations on
the Coastal Benthic Communities in the Black Sea," was presented in the
Symposium "Marginal and Semi-Enclosed Seas and their Exchange with the
Open Ocean" at the IUGG General Assembly in Sapporo, Japan.
4. ICSU Grants Awarded to 4 IUGG Co-sponsored Proposals for 2004
The International Union of Theoretical and Applied Mechanics (IUTAM) was
awarded $100,000 for their proposal 'African Institute for Mathematical
Sciences (AIMS)'. IUGG was a co-applicant of this initiative. Part of
the grant has been earmarked to support a Workshop on 'Capacity Building
in the Mathematical Sciences'. This Workshop will be held at the newly
refurbished AIMS building in Muizenburg, South Africa, 13-16 April 2004.
IUTAM hopes that all of the Supporting Applicants and Institutions
will be represented at the Workshop.
The International Astronomical Union (IAU) was awarded $100,000 to pursue
a study of Comet/Asteroid Impacts on Human Society. Dr. V. Gusiakov,
representing the IUGG GeoRisk and Tsunami Commissions, helped to write
the proposal. A workshop will be convened, and a report written that
will establish what is known, and what are the major unresolved
questions regarding how comet/asteroid impacts may influence society in
the near future.
The International Union of Geological Sciences (IUGS) was awarded
$100,000 for their initiative "Dark Nature - Rapid Natural Change and
Human Responses." Dr. Alik T. Ismail-Zadeh, representing the IUGG
GeoRisk Commission, participated in writing this initiative. The
proposal seeks to examine the human responses to specific rapid natural
changes across a range of environments, and to consolidate the knowledge
gained for use by scientists, policy-makers, and public at large. This
project will particularly benefit the developing world, where it has
been shown that natural catastrophes have the most severe impact.
The ICSU Scientific Committee on the Lithosphere (SCL) International
Lithosphere Program (ILP) was awarded $43,976 for their proposal to
"Scan a Selected Set of World Wide Standardized Seismograph Network
(WWSSN) Film Chips." IUGG/IASPEI co-sponsored this initiative, which
will convert analogue seismograms for 96 significant earthquakes
recorded between 1961 and 1974 so that they can be analyzed by modern
techniques.

The revised IUGG Statutes and By-Laws, and the Resolutions adopted at
the 23rd IUGG General Assembly are now posted on the IUGG web page.
They are available in both English and French.
2. National Reports are posted on the IUGG Web site
National Reports from the following countries are now posted on the IUGG
Web page (http://www.IUGG.org): Argentina, Canada, China, Croatia,
Finland, India, Indonesia, Japan, Romania, Russia, South Africa, Spain,
Thailand, and Turkey. Many of these countries also provided printed
copies for distribution in Sapporo. In addition, excellent printed
reports were prepared by France and Hungary. IUGG appreciates the time
and energy required to assemble these reports that showcase the
IUGG-related research being done within the respective countries, and
provide points of contact for collaborations. Please view these reports
and either print out copies as needed or request a printed copy directly
from the individual National Committees.
All IUGG National Committees are encouraged to prepare Internet sites now
that provide such appropriate information, and to maintain them
throughout the new quadrennium. The addresses of these sites will be
provided in the IUGG Yearbook and will be posted on the IUGG web page.
3. Awards and Honors
The European Geophysical Society awarded medals to a number of
individuals at their recent annual meeting in Nice, France. The
following persons active in IUGG, received awards.
Prof. Véronique Dehant, Head of the Time, Earth Rotation, and Space
Geodesy section at the Royal Observatory of Belgium and President of IAG
Commission 3: Earth Rotation and Geodynamics, received the Vening
Meinesz Medal in recognition of "outstanding contributions to the study
of nutations of the Earth's axis of rotation and their implications for
the structure of the Earth's core."
Prof. Barbara Romanowicz, Chair of the Department of Earth and Planetary
Science at the University of California, Berkeley, and member of the
IASPEI Executive Committee, received the Beno Gutenberg Medal for
"outstanding contributions to wide-ranging topics of theoretical
seismology and to the development of broadband seismic networks on land
and in the oceans."
4. Nominations requested for COSPAR award
The Committee on Space Research (COSPAR) is inviting nominations for the
following two awards, to be presented at the 35th COSPAR Scientific
Assembly to be held in Paris, France, 18-25 July 2004. Previous award
winners are listed at http://www.cosparhq.org/Awards/awards.htm
The first is the Massey Award, 'to recognize outstanding contributions
to the development of space research, interpreted in the widest sense,
in which a leadership role is of particular importance.'
The second is the Vikram Sarabhai award, 'for outstanding contributions
to space research in developing countries.' In this case, the work
should have been done primarily between 1998-2003.
In order to meet the COSPAR deadline, nominations are due by 17
October to Eigil Friis-Christensen, IUGG Liaison to COSPAR, with a copy
to the IUGG Secretariat.

2. New SEDI Officers
At the Sapporo General Assembly, the new officers of the Inter
Associations Committee on the Study of Earth's Deep Interior (SEDI) were
selected. The new Chair is Dr. Bruce Buffett (Canada/USA) and the
Vice-Chair is Dr. Gauthier Hulot (France). Michael Bergman (USA) will
continue as SEDI Secretary General.
3. IAG Presents their Levallois Medal and Bomford Prize
At the Sapporo General Assembly, the International Association of Geodesy
(IAG) presented the Levallois Medal to George Veis (Greece) in
recognition of his distinguished service to the science of geodesy. IAG
also presented the Bomford Prize to Ramon Hanssen, Delft University of
Technology, The Netherlands. The Guy Bomford Prize is awarded to a
young scientist or to a team young scientists for outstanding
theoretical or applied contributions to geodetic studies, particularly
in the four-year period preceding the General Assembly at which the
award is made.
4. Australia National Report added
The report of 1999-2002 activities of Geomagnetism and Aeronomy, a
section of the National Report from Australia, has been added to the
IUGG web page under National Committee Reports.

1. ICSU 2005 Grants Programme announced
The 2005 ICSU Grants Programme is now open for proposals. The source of
these funds is UNESCO, ICSU, and the US National Academy of Sciences.
In 2003, awards totaled $852,800 and in 2004, awards totaled $838,976.
IUGG was a co-applicant on 4 successful proposals for 2004 funds.
Proposals for 2005 are due in Paris by 1 March 2004. Contact the IUGG
Secretariat (secretariat@iugg.org) for necessary forms and additional
information.
2. Major Meetings of IUGG Interest in 2004
In the October IUGG E-Journal, the future Scientific Assemblies of the
IUGG Associations and inter-Associations Commissions in 2004 and 2005
were listed. But there are other major conferences organized by sister
unions and ICSU scientific bodies that that are worthy of special
mention because they include topics of IUGG interest and attract many

3. International Polar Year 2007-2008
Extensive discussions are now underway to plan an International Polar
Year in 2007-2008. Although details are still emerging, IPY 2007-2008
is envisioned to be a multidisciplinary international campaign of
coordinated polar observations and analysis. Its goals include
galvanizing new and innovative observations and research, building on
and enhancing existing programs and initiatives, attracting and
developing the next generation of polar scientists and science leaders,
and creating an exciting range of education and outreach activities that
engage the public. Strong endorsements have been received from the
International Council for Science (ICSU), the Scientific Committee on
Antarctic Research, the International Arctic Science Committee, the
Arctic Ocean Studies Board, the European Polar Board, the US Polar
Research Board, and, most recently, the World Meteorological
Organization. The IPY Planning Group, whose membership encompasses 13
countries, was established by ICSU in May 2003. The Chair is Chris
Rapley (British Antarctic Survey) and Vice-Chair is Robin Bell
(Lamont-Doherty Earth Observatory of Columbia University). Michael
Kuhn, Chair of the IUGG Committee for IGY+50, is the IUGG liaison.

4. IAHS's International Hydrology Prize and Tison Award for 2003
The International Association of Hydrological Sciences (IAHS) awarded
their International Hydrology Prize for 2003 to Dr. Alan Gustard (Centre
for Ecology and Hydrology, Wallingford, U.K.) for his invaluable
contribution to science through worldwide FRIEND (Flow Regimes from
International Experimental and Network Data) projects. The Prize is
given annually on an individual basis in recognition of an outstanding
contribution to hydrology.
The IAHS Tison Award aims to promote excellence in research by young
hydrologists. The Award is granted for an outstanding paper published by
IAHS in a period of two years previous to the deadline for nominations.
Five co-authors received the 2003 award, presented at the IUGG General
Assembly in Sapporo, Japan. They were Drs. T. Oki, Y. Agata, S. Kanae,
T. Suruhashi, and D. Yang for their 2001 paper "Global assessment of
current water resources using total runoff integrating pathways" in Vol.
46 of The Hydrological Sciences Journal.
Nominations for the 2004 International Hydrology Prize and the Tison
award are invited. Please send them to the IAHS Secretary General
(iahs@ensmp.fr) by 31 December 2003.

1. Meetings selected for IUGG support in 2004
IUGG co-sponsors symposia and meetings appropriate to our disciplines of
study. $20,000 (USD) is allocated annually to assist meetings, and
especially to support the attendance of young scientists and scientists
from developing countries. Officers of the Union, Associations and
Inter-Association Commissions and Committees propose meetings to receive
these awards. For 2004, IUGG will support the following meetings. More

2. The Role of Science in the Information Society
The International Council for Science (ICSU) has arranged for IUGG to be
represented at the December 8-9, 2003 conference in Geneva, Switzerland,
on the Role of Science in the Information Society. Arthur Askew will
represent IUGG at this 'summit event' of the World Summit on the
Information Society (WSIS - web site http://cern.ch/rsis ). An
important aim is to make information and communication technology (ICT)
more accessible and useful to the Least Developed Countries as they seek
to reduce the "digital divide" and provide better lives for their people.
3. Quadrennial Reports added to IUGG web page
The South African 1999-2003 National Report to the International
Association of Geodesy has now been added to the IUGG Web site.
The 1999-2002 National Report from Portugal has also been added to the
IUGG Web site. Specific Sections were prepared for the International
Association of Geodesy, the International Association of Meteorology and
Atmospheric Sciences, the International Association for the Physical
Sciences of the Oceans, the International Association of Seismology and
Physics of the Earth's Interior, and the International Association of
Volcanology and Chemistry of the Earth's Interior

4. Awards and Honors
Dr. Grant Heiken, Secretary of the Inter-Associations Commission on
Geophysical Risk and Sustainability (GeoRisk) and former President of
International Association of Volcanology and Chemistry of the Earth's
Interior (IAVCEI) was recently elected a Fellow of the American
Association for the Advancement of Science (AAAS).
Professor James Dooge, past President of the International Association
of Hydrological Sciences (IAHS), past member of the IUGG Bureau, and
past President of the International Council of Sciences (ICSU), received
the International Medal from the Institution of Civil Engineers (ICE) in
recognition of his work in hydrology. ICE was established in the U.K.
in 1818 and now represents 80,000 professionally qualified civil
engineers worldwide.
Dr. Harsh Gupta, IUGG Bureau Member, was invited by the
Intergovernmental Oceanographic Commission to present the Anton Bruun
Memorial Lecture on 25 June 2003, at the UNESCO House, Paris. The
lecture was on "Gas Hydrates - A Potential Source of Energy from the
Oceans".
5. Call for Nominations for 2004 Awards and Prizes
The International Ozone Commission of the IUGG/International Association
of Meteorology and Atmospheric Sciences (IAMAS) invites nominations for
the "Dobson Award for young scientists." The award is granted for one
or more outstanding research paper(s) in atmospheric sciences published
or accepted in a refereed journal since the last Quadrennial Ozone
Symposium (July 2000) by a scientist within 10 years of completing his
or her Ph.D. The person nominated for the award should be the first
author of the cited paper. For additional information, visit the

The "Mariolopoulos-Kanaginis Foundation for the Environmental Sciences"
is a non-profit non-governmental organization that aims to promote and
award atmospheric environmental research. Nominations are now being
accepted for their biennial "WMO Professor Mariolopoulos Trust Fund
Award" for an outstanding research paper in atmospheric sciences
published or accepted during 2002-2003 in a referred journal by a young
scientist (age below 35 years of age at the time of publication). For

The Royal Netherlands Academy of Arts and Sciences invites nominations
for the Heineken Prizes 2004. The Prizes, 150,000 US dollars each,
reward outstanding scientific achievement in the fields of biochemistry
and biophysics, medicine, history and environmental sciences. The
selection of the candidates is based on the nominations received from
other scientists or from scientific institutions throughout the world.
